Just a quick note: I do occasionally put stuff in my scraps folder so if you want to see my junky art, you might want to watch scraps.

After watching quite a few movies and probably thinking too much, I ended up deciding to make some sort of villainous meter thing to describe how evil a villain is.

1. This type won't kill people, even in combat. Generally, they are seen in kid's shows. Because of this, 1s are hard to identify because you often can't tell if they're just not killing due to the audience or if it's in their personality to hold back. If these are seen in more adult shows, they are often forced to work for the bad guy.
Gambit from X-Men Evolution might count as this. Colossus would also fit this category. David Xanatos from Gargoyles may be another one.

2. These will kill in combat though generally not in cold blood and will not torture. If you got captured by one, you'd probably have all your limbs when the ordeal was over.
I think Boba, during The Clone Wars period, fits pretty well in this category. He was shown to be unable to kill in cold blood, at least before he got older.

3. These villains will kill or torture for personal gain, though they generally do not do it for fun.
Deathstroke in Young Justice would probably fit this category. He didn't seem to kill if he wasn't getting paid. Jango Fett, Boba Fett as an adult, and Deadshot would probably also fit in this category.

4. These villains are the worst kind, who like to torture and kill for the fun of it. Getting captured by them would be very bad.
Demona is one of the few villains in a kids' show that actually fits this category. The Joker, Darth Maul, and Sidious probably fight this category.

Now for some borderline characters I really like.

I like to think Zuko's a solid 1 but since he tends to attack others with things that could easily kill them if they didn't dodge in the nick of time, he's probably closer to a 1.5.

Embo probably counts as a 2.5. Considering he was a high end bounty hunter, I'd guess he did sometimes kill in cold blood, though it is hard to tell since he was never shown as the type.
 

Another borderline is Azula and Ozai. Being in a kids' show, I'd put them at 3.5. If they weren't in a show for kids, I have a feeling they would have sunk to being 4s. Cad Bane from The Clone Wars would also be around a 3.5 since he normally kills for pay but will also kill over very petty things, like hats.

Nice, though it could be larger with more definitions.
